Creates Impact Vectors from Common Cause Failure Events
Takes the p values (degree of failure) from a common cause component group event and calculated the impact vector.
The impact vector can be adjusted using a degredation (p values), timing factor and coupling strength factor.
This taxonomy is consistant with the Nuclear Regulatory Commision direction in NUREG/CR-6268 Rev 1.
