Poisson Point Process with intensity dependent on location of user

How can we generate a Poisson Point process with rate dependent on time and intensity dependent on location.

As I understand from the question you are looking to implement the Poisson Point Process which depends on intensity of signal at a location and time as well. I found a similar question with an answer here which can be a head-start for implementing the same.
