If you already have it licensed then:
  • If you are using a new enough version, use the Add-Ons toolbar entry to Get Add-Ons, select Simulink, and click to install.
  • If you are not using a new enough version, then you will need to go into the installer and ask for a custom installation, select Simulink (and any related packages you need) and click to install.
If you do not already have Simulink licensed then you will need to obtain a license first.

What is "newer" and "older"?
For anyone else who is having this problem, just search all addons for "simscape." Don't try to use the categories to navigate. I wasted a bunch of time because navigating by category gave me a bunch of unrelated and not-alphabetically-ordered stuff. I finally found "simscape electrical" by just searching all the addons.

R2015a and R2015aSP1 -- under Windows 10, NO, not able to install toolbxes through Add-On Explorer.
R2015b -- Add-On Explorer for that release was disabled by Mathworks
R2016a -- under Windows 10, Yes, able to install toolboxes through Add-On Explorer
R2016a -- under Catalina, Add-On Explorer does not seem to be able to transfer data with Mathworks. (R2016a is not a supported version under Catalina.) I will see if I can run under an earlier MacOS release for testing.
R2017a -- Yes, able to install toolboxes through Add-On Explorer
R2017b -- Yes, able to install toolboxes through Add-On Explorer
So, to answer your question newer is R2016a and more recent, and older is R2015b and before.
