How can i reinstate the damaged picture with using matlab filters?

Hi, how can i reinstate the damaged picture with using matlab filters in order to make the picture have its best state.

There are lots of filters you might try. You could try medfilt2(), or a Kuwahara filter (attached), or you could do BM3D, non-local means, a bilateral filter, etc. There is no one right answer for all images. You just have to try them and see, plus each has parameters that you will want to tweak to get the best result.
