How can I Implement the 8-components labeling this image without the use of 'bwlabel' or 'bwconncomp' function?

Explain why the restrictions against using bwlabel or bwconncomp are there? For example if you are using a version of MATLAB from before those functions existed, then we need to know that so that we do not accidentally suggest code that cannot work for you.
