Yes, it is ok opengl 1.1.0. (This is the same version I have on my laptop, and Matlab R2016b works well).

Yes, OpenGL 1.1 is still supported; see http://www.mathworks.com/help/matlab/creating_plots/system-requirements-for-matlab-graphics.html . Note that some features will be unavailable.

"Most graphics hardware released since 2006 has OpenGL 2.1 or later" so perhaps there is a later OpenGL available for your system.
