Why do I receive a message saying "Another program is being installed. Please wait until that installation is complete" when trying to install MATLAB on my Windows machine?

I am trying to install MATLAB on my machine that was recently updated to Windows 10. When running the MATLAB installer I receive the following message:
Another program is being installed. Please wait until that installation is complete, and then try installing this software again.
The error persists after a reboot of the computer.

This error indicates the Microsoft installer process is frozen. To clear the error, open the Task Manager, select the "Processes" tab and check the box labelled "Show processes from all users". Kill any process called msiexec.exe or msiexec32.exe that are running.
