Restoration of degraded images

I want to restore some old images,and writings which have some parts degraded by indelible sprinkling ink..Which particular methods or filtering techniques would be better to implement in this context..

Everyone knows you have to buy special bottles of discount restoring chemicals from a new email friend to remove defacement... ;-)

I'd probably use Photoshop for that. It has extensive photoretouching capabilities that can't be beat.
