Why do I receive error 671 "A license exception occurred" when activating MATLAB?

When activating MATLAB, I receive the error message:
ERROR: Error 671 A license exception occurred.
What does this error mean and how can I activate my software?

You can encounter this error message during installation of a client R2024b MATLAB for a network license if you skipped the option to browse to a license file. After proceeding with installation, you are prompted to activate, where you will encounter this error.
To resolve this issue, exit the activation client and save a copy of your license server's license.dat file into the $MATLABROOT\licenses folder (where $MATLABROOT is the directory where MATLAB is installed).
