This is likely because you are trying to run the installer on an unqualified version of Windows (ex: R2023a on Windows 7.) Please run your MATLAB release on a supported version of Windows. To see MATLAB's system requirements, see the page below. You can also use this page to view supported versions of Windows for previous releases of MATLAB.
MATLAB System Requirements for Windows
You may be able to workaround this error for R2023a specifically by installing any system updates that are available on the system and installing the "Update for Universal C Runtime in Windows" from Microsoft's website. Please note that R2023a is still unqualified on Windows 7 and 8, meaning you may encounter other issues that have no workarounds.
There are no known workarounds to make R2024a and newer work on Windows 7. Please use a supported Operating System listed on the System Requirements link above.
