I want to use biLSTM and other tools of deep learning in MATLAB R2018b, is there any way without using new version of MATLAB to get the specific toolbox as the newer version is taking more time than expected for my system.

Toolboxes created by Mathworks are version specific. You can install the R2018b version of the Deep Learning Toolbox using the Add-Ons Explorer.
The bilstmLayer function was introduced in R2018a, and had some updates made to in in R2019a (see here).
