Why do I receive the error "Unable to install license. Please try again later." while activating MATLAB on Linux or macOS?

I installed MATLAB in the default destination folder on Linux: /usr/local/MATLAB/R2023b using a free trial license.
I was able to launch MATLAB with or without "sudo".
Now my trial is expired and I want to activate my campus-wide license.
I tried to launch MATLAB but I am prompted to activate my license. After I select my license during MathWorks Product Activation and click "Next", I receive the following error:
Unable to install license. Please try again later.
I can activate and use MATLAB with "sudo" but I can't activate MATLAB or use it without "sudo" due to the error.

As an initial troubleshooting step, retry launching the MathWorks Product Authorizer with "sudo". On Linux:
sudo /usr/local/MATLAB/R2023b/bin/glnxa64/MathWorksProductAuthorizer
Or in Mac Terminal (Intel version of MATLAB):
sudo /Applications/MATLAB_R2023b.app/bin/maci64/MathWorksProductAuthorizer
Or in Mac Terminal (Apple Silicon version of MATLAB):
sudo /Applications/MATLAB_R2023b.app/bin/maca64/MathWorksProductAuthorizer
If you are still unable to launch MATLAB after activating with "sudo", you may have to uninstall and reinstall MATLAB.
