Real Time control off a dual-acting pneumatic cylinder with Arduino and simulink

Hi MathWorks community, I am a french student working on a two year project which consists in controlling a double acting pneumatic cylinder with a 150 mm stroke thanks to Arduino, simulink and a proportional valve. I am using a Rotary encoder and rack and pinion to get the stroke's Real Time position so that 150mm corresponds to a 1023 value for thé rotary encoder and 0mm corresponds to 0 value, but everytime i try to control it the sample rate seems not to feet and the stroke only go to the max position whereas the instruction is 80mm ! How could i succeed in controlling it ? Thanks for your answers and for keeping this community alive ! Cyrille A.

Could you share your components list ?
I have to do a project probably with Arduino and simulink. I'm interested in hydraulic so valve control or other parameters mausurement will I do.
