Switching Desktop Language to German not possible

Hi.

I want to switch the MATLAB Desktop language to German on my friend's computer. In several threads was suggested to do so in Environment -> Preferences -> MATLAB -> General, but on his system there is no such option for changing the language there. What could be the reason that this option is not shown? And is there a way to work around this (e.g. setting environment variables, changing language via command, ...)?

MATLAB version: R2021b Update 1 (9.11.0.1809720) - Student License

OS: Windows 10, Version 21H2 (The Windows language is set to German (Germany) already).

German is not available anyhow. Only English, Japanese, Korean, and Chinese are available.
