ITU BS.1770 Loudness Meter

Hello,

I am currently doing my dissertation and need to create a loudness meter using the ITU BS.1770 loudness algorithms. I have little experience in coding and I'm trying to decide what software to use. Is this possible in MATLAB? and if so how long would it take roughly to gain the necessary skills to do so? I have a deadline in April that I can't miss!
