Why do I receive an "Unexpected Exception null" error when activating MATLAB R2010a or newer over the Internet?

During the process of activating MATLAB R2010a over the Internet, I receive the error message:
There was an unexpected exception:
null
See the log file (C:\Users\Administrator\AppData\Local\Temp\aws_computer.log) for more details.
How can I activate my copy of MATLAB?

This error occurs when MATLAB is attempting to activate using a language other than US English. If US English is not the primary language of the computer, you will receive this error. To resolve the issue, please follow the steps below depending on your Operating System to change your default language to US English and then attempt to activate.
Windows:
1. Open Control Panel - Region and Language
2. Change the default "Format" or Languages tab to US English (United States) and Apply changes.
3. Log out and reboot the computer to save the changes.
4. Attempt to activate using the new language.
5. When finished activating, you can change the language back to your preferred setting.
Mac OS X:
1. Go to the Apple Symbol in the upper left corner - System Preferences - Language and Text - drag English to the top
2. Log out and then log in again, or reboot.
3. When logged in using the new language, attempt to activate again.
4. When finished activating, you can change your the language back to your preferred setting.
