Why do I receive an Error 348 when attempting to activate my MATLAB license?

When trying to activate my license, I receive the error message:
A Licensed End User is already linked with this license. Please contact your license administrator for assistance.
How do I activate this license?

Professional or Academic MATLAB licenses
This error indicates that an end user has already been assigned to the license. Only one end user may be on an Individual or Designated Computer license.
If an end user has been added to the license in error, contact the license Administrator to have the user removed. If you are the Administrator of the license, instructions for removing an end user can be found here:
MATLAB Student and MATLAB Home
MATLAB Student and MATLAB Home licenses are single-user and non-transferrable. It is not possible to change the end user on a MATLAB Student or MATLAB Home license. If you are seeing this error when attempting to activate MATLAB Student or MATLAB Home, please contact MathWorks support:

Visit https://www.mathworks.com/licensecenter . Select the license by number. Click on Activations and Installations. Look at the "Activated By" column: it will give a name. Now click on "End Users and License Contacts" and you will see more details about the person, including the option to Remove User.
