Why do I see error message in Microsoft Excel 2010, when I try to include Spreadsheet Link Ex 3.1.2 (R2010b) as an add-in?

I open Microsoft Excel 2010 and follow the steps in order to include Spreadsheet Link Ex as an add-in and I get the following error message in the dialog box:
Microsoft Excel cannot access the file 'C:\Program Files\MATLAB\R2010b\toolbox\exlink\excllink2007.xlam'. There are several possible reasons:
The file name or path does not exist.
The file is being used by another program.
The workbook you are trying to save has the same name as a currently open workbook.

The issue is experienced if Microsoft Excel 2010 is installed without VBA or Microsoft Office Tools. In order to workaround the issue, install Microsoft Office Tools.
