How can I Scan the character from an image & match the scan character with stored data base ?

If i scan the image and it cover "the" in image then how to scan it and compare each character "t" "h" "e" and ans that scan character is correct.

This topic (optical character recognition) is a huge field of research with thousands of people working on this problem. Thus, we won't be able to give you a general answer. However, if you provide a sample image (upload it somewhere, e.g. tinypic.com, and link it here), we might be able to point you in the right direction.
