Enforce monotonous passband FIR filter

Is it possible to design a lowpass filter which is guaranteed to have a monotonously decreasing response in the passband? The filter specifications would be:
  • Lowpass filter characteristic
  • Specified passband droop, no ripple (i.e. monotonously decreasing response)
  • Specified stopband rejection
  • Minimum order
It should be possible, according to this, but is the algorithm currently implemented in MATLAB?
