tap changing transformer,help with logic to automatically change taps by comparing output voltages

Im trying to simulate a " tap changing transformer".

where the taps can automatically change depending on output voltages .

comparing the output voltage with input voltage and giving 0 or 1 as output to trigger the switches at respective tapping is where im stuck at .

Pls help me with any idea or so for solving this.....................Thnku
