Why the <wf:web-figure /> tag takes so long time to load the figure and how to make faster load the figure?

I am using Tomcat 5.5, Windows XP Pro 32 bits and MCR 7.15, the figure load correctly but takes long time to make it, how to make to accelerate to load the figure load faster?,
