How to generate map with projections from PDF file

Is it possible to generate a 3D map (preferably texture surf) with lines and projections from a PDF file. I have a PDF file with all the surface details of an area where building area, roads (their widths etc) directions of road works (pipe and cable installations) are drawn. So far I am thinking of using measuring tool in PDF to measure everything and then plot according to those measurements but to save a lot of my time, I was wondering if it is possible to let MATLAB do the most of it and draw in a 3D map? Any suggestions please.
