Creating DSP Blockset for matlab 2011a

I have a code in simulink which contains 'dspmtrx2/Matrix Constant' as a source block.
I do not have a DSP Block-set in my matlab, and neither do have the money to buy one.
will my problem be solved by adding the source code to library?
what is the procedure to add any block in library ?
is the source code provided on this link authentic?

can it be used to create the block in library? if yes, How?
i'm using MATLAB 2011a.

The name for the product DSP Blockset changed over Signal Processing Blockset to DSP System Toolbox.
Like with any other product, having files of block libraries does not mean you can use it. In this case not even technically.
