What's the best way to check if Matlab and MCR have been installed in program?

Hello experts: In our software, we invoke Matlab COM server and MCR(Matlab Compiler Runtime) to do some data processing work. I want to make sure the Matlab and MCR have been installed so that the program can work correctly. What's the best way to check if they have been installed? I know I can check the Matlab or MCR registry in program, but on Win7 systems it requires the Admin privilage to access the registry, and our software doesn't require the Admin privilage. If anybody has experiences on this, would you please advise? Thanks. Ning
