Doubt on dominant brightness analysis?

Dear Sir,
I'm working on the paper "Contrast Enhancement Using Dominant Brightness Level Analysis and Adaptive Intensity Transformation for Remote Sensing". Here I'm including the link to the paper.http://www.ijettcs.org/Volume3Issue1/IJETTCS-2014-02-20-092.pdf. I have impemented upto DWT. After taht i can't implement the formlae of dominant brightness analysis. Please help me for implementing the formulae for finding D(x,y).
