Need to calculate Harrell's C-statistics or whats know by C-index

I am doing survival analysis using Neural Networks, I would like to calculate Harrell's C-index as a measure of predictive accuracy which is similar to Mann-Whiteny test in the absence of censoring, which is not always true in modeling survival analysis. If anyone can help me with finding the algorithm I really appreciate it.

Never heard of it and don't know what you mean by survival analysis.
