Convert any file to image file

I am having a problem I have a file in format of ISO of fingerprint, its extension is like .ist , I want to convert it to wsq or jpeg. I couldn't find any converter. SO i am thinking to convert whole file in Binary and then convert it to visible Image. Does any one know about it? Thanks in advance
