What is the Canny noise estimator?

The canny noise estimator was mentioned in a scientific document i was reading with little explaination. The estimator gives out a constant which is needed within a histogram equalisation technique that i am trying to build in matlab.
Does anyone know the equation for this "canny noise estimator"? and if so how is this equation can be implimented within matlab to find this constant?
