How to reset MLM error condition (MLM) Number of INCLUDE names (18) exceeds limit of 15 | (MLM) USER_BASED license error for Database_Toolbox --

How can we reset the following error condition in MLS to allow the 15 licensed users to have access to the Database Toolbox?

(MLM) USER_BASED license error for Database_Toolbox -- 
(MLM) Number of INCLUDE names (18) exceeds limit of 15

Running the following "License Test" returns a "0":

license ('test', 'Database_Toolbox') ans = 0

Our MatLab admin is on vacation has resolved this in the past.
