How to define Compression Ratio in DICOM Write?

Is it possible to define different Compression Ratios in dicomwrite command? Dicomwrite allows to define CompressionMode such as (JPEG lossy, JPEG2000 lossy, etc) but i am unable to define compression ratios. Also when i compare the original dicom image with the image generated after using lossy JPEG/JPEG2000 as CompressionMode in dicomwrite, i get the maximum possible score for an image quality metric such as SSIM (score=1) which shows that no loss of information has taken place even though lossy JPEG/JPEG2000 were selected as CompressionMode. Can this be explained?
