Can anybody help me in simulating a Quorum Protocol?

I am totally new to simulink and want to simulate a model given in attached paper at page no. 6. Model finds response time Grid protocol takes in serving requests. SImulation is given in detail in the paper, but due to my almost nil knowledge of simulink i have no idea of implementing it myself. Please anybody help me.
