subtour elimination constrinats

I am trying to write the following subtour elimination constraints in Matlab:-

∑(i,j∈S)Xij ≥ S ;S ∈ N; S≥ 2

I am not able to come up with the loop for the formulation. Thanks in advance -AJ

I apologize, but I wrote the formulation wrong. Correct is:-

∑(i,j∈S)Xij < S-1 ;S ∈ N; S≥ 2
