Developing an architecture for a tool to define the scenario's for the possible Vehicle Collision

Hello all,
We want to develop a tool in Matlab in which we want to develop a functionality for defining the different scenarios in possible vehicle collision incidents. We have Vehicle dynamics model, Pedestrian Model and also road model. We want to develop a tool in Matlab to define these scenarios by input parameters like vehicle parameters, road parameters and pedestrian parameters. We think that OOPs concept is better as we will need multiple vehicles or pedestrians. We want to also animate the behaviour and also plot graphs. Any suggestions? Is Matlab best for this or should use any other tool? We are also thinking of generating random behavior from vehicle.
