how to connect database?

I am working on project, "Efficient storage of Medical image on cloud". I need to compress the medical without loss then i have to store it on cloud. I am using Fuzzy C-Means clustering, DCT and DWT. My question are,
1. which image formats are good to compress without loss?
2.how can i connect database to store original size of image and then compressed size with the file name?
3.How to retrieve it ?
Plz solve my problem..
