How to plot a 3D concave cylindrical form?

I am trying to plot a 3D feather dermal papilla (similar to a concave cylindrical form, see attached image) so as to roughly quantify the cell numbers based on measured cell density. Is it possible to modify the "cylinder" function somehow to achieve this or I have to write my own function?
