Is there a workaround for the MS Windows SDK for Windows 7 and .NET Framework 4 installation bug?

Simulink accelerator fails and points to a download site for C++ compilers, including a free one: Windows SDK for Windows 7 and .NET Framework 4.
Installing SDK consistently fails. The installation script creates a directory and then deletes that directory before printing the failure message. (The directory doesn't appear in "Recycle Bin" either.) And the failure message says to open a file in the directory that was just deleted to find the reason for failure.
Following leads from Google, I • Used Windows Update to ensure my computer was up to date • Reinstalled .NET Framework 4 • Rebooted computer • Deleted the SDK setup directory under %temp% • Made some specific registry changes with regedit
None of these worked. I believe the bug is in the SDK installation script, but of course there’s no support because it’s free. Folks at Matlab probably know a solution but my client, whose license I'm using, doesn’t have a support contract.
Can somebody advise me how to proceed?
